Public Transport Modernization Program (PTMP)
The Public Transport Modernization Program is a cornerstone initiative designed to transform the public land transportation industry by providing a safer, more efficient, and environmentally sustainable system for all Filipinos. For the MIMAROPA Region, this means elevating public service standards and ensuring a professionalized, reliable network across our island provinces.
Objectives for Commuters
We prioritize passenger safety and comfort through modernized PUV standards. Commuters will benefit from reliable travel times, PWD-friendly access, GPS-equipped tracking, and safer vehicles that meet national environmental and security protocols.
Objectives for Operators
Operators are empowered through industry consolidation into cooperatives or corporations. This shift facilitates easier access to government subsidies, professional fleet management, and a more sustainable and profitable transport business model.
How to Participate in the Program
STEP 01
Consolidation
Operators must merge their operations by joining an existing cooperative/corporation or forming a new Transport Service Entity (TSE).
STEP 02
Registration
Register the consolidated TSE with the CDA or SEC to gain the legal personality required for applying for a public utility franchise.
STEP 03
Plan Submission
Submit your modernization plan, ensuring alignment with the Local Public Transport Route Plan (LPTRP) of the local government unit.
STEP 04
CPC Operation
Initiate fleet transition to modern PUV units and apply for a new Certificate of Public Convenience (CPC) under the program guidelines.

Consolidation Rate: 69%
Consolidation for localized transport entities is ongoing with 69% of operators registered in transport service entities.
Palawan
Consolidation Rate: 100%
Major transport routes are 100% consolidated and currently operated by recognized regional cooperatives and corporations.
Romblon
Consolidation Rate: 55.8%
Inter-island connection routes are now unified under SEC-registered corporations to improve service frequency.
Marinduque
Consolidation Rate: 77%
Small-scale transport operators are in the final stages of cooperative registration and fleet modernization planning.

What is LPTRP?
The Local Public Transport Route Plan (LPTRP) is a strategic document required from local government units. It serves as a blueprint for the public transport network, identifying essential routes and vehicle modes based on verified commuter travel demand across the MIMAROPA Region.
